No, Office C2R installation files are unified for all products stream.x64.x-none.dat + stream.x64.en-us.dat are always needed
For me it's vise versa: I've had (and wanted to have) the new one and before some weeks, after update, I got the old one back. After reinstalling I have the new one for some days, the it changed to the old one. I find out, that's arbitrarily issue - you can't affect it. With you it is also still normal, because this is the current standard.

It's c2r, so just install the latest version, obtained by using YAOCTRU and use the Office_C2R_Extender if needed (w7 installs).
For manual update, run this command, Code: "%CommonProgramFiles%\microsoft shared\ClickToRun\OfficeC2RClient.exe" /update user Separate installable update files (as it used to be with MSI office) are not available for C2R based office.
Didn't work. Re-imaged C (Windows installation) drive to a Office free version then installed Office 2019 again, updating was fixed. Guess something got corrupted very bad. Thanks a lot.
Do you know an utility or cmd line to retrieve Office info suchas build number, version, update channel etc.?

You can use YAOCTRU to browse channels and the latest build versions. You used the first release of office 2019 as the installation source as vanelle mentioned, and the reason updater is not updating to the latest version is because (most likely) you selected the Perpetual2019 as the update channel in whatever method you used to install the office. Currently, 16.0.10368.20035 is the latest build for Perpetual2019 channel and your office install version is newer than that, hence it says it's already uptodate (not precisly though). You are still missing out on security updates which are released every month even for Perpetual2019 which is the oldest. You can check Here for more info on this. For now, if you are using YAOCTRI to install office then select the default channel at the update channel selection option, or choose otherwise if you understand other limitations, hopefully, @abbodi1406 will soon release an update for YAOCTRI so that such info can be adjusted to prevent situations which happened in your case.
I mean a way to get such info from an already installed Office 2019. Imagine I got someones laptop and I want to know what Office 2019, build number, channel, etc. it has.
