You can use OfficeRTool (Online or Offline install) or WOTOK (Online install only), to install in Windows 7 or 8.1. However, they will only install the 64-bit version of Office 2019 in 64-bit Windows 7/8.1. I have not seen anyone post a solution for installing the 32-bit version of Office 2019 in 64-bit Windows 7/8.1.

I was unable to get "Office Tool Plus" to work in Windows 7/8.1. I just keep getting a popup window that says "You need Windows 10 to continue".

    --- EDIT ---

I was finally able to get "Office Tool Plus" to work in Windows 7/8.1. You have to select "ProPlusRetail" from the "Office Suites" dropdown box on the "Install" page. I was selecting "ProPlus2019Retail"

Wotok (cmd) unofficial support for download files and online install and offline install office 2019 in all Win, include Win 64bit and Office 32bit. Problem (it's worse) only mouse copy/paste text in cmd in Win 7. Problem only check status Office 32bit in Win 64bit (only 64/64 or 32/32 OSPP.VBS path now).
    I now tested (wotok cmd):
    1. Win 7 64bit, offline install Office 64 bit - not problem
    2. Win 7 64bit, offline install Office 32 bit - not problem

Thanks @LostED, but that didn't do the trick. Nevermind, not really needed. Thank you anyways.

EDIT 1: I probably will need to add these two files to the 16.0.10730.20102 folder, won't I:
    stream.x64.it-it.proof.dat
    stream.x64.it-it.proof.dat.cobra

EDIT 2: Doing this didn't work either
