Only for online based features. You also get the new GUI.

Yes, Office 2019 can be installed on Windows 7 but what about future updates? MS could block them, so maybe reconsider?

Reconsider for what you need Office updates. Achieve a balance between security, functionality and M$haft annoyances. Perhaps once installed Office 2019 you won't need further updates.

OfficeRTool need this hierarchy to detect Office from downloaded .img:

    - create directory 16.0.10730.20102_en-US_x86_Monthly_Channel
replace en-us and x86 with your office language and bitness

    - create text file package.info (without .txt extension) in above directory
    and put these into:
    Code:
    Current
    16.0.10730.20102
    en-US
    x86
    492350f6-3a01-4f97-b9c0-c7c6ddf67d60
replace en-us and x86 with your office language and bitness

    - copy/extract Office folder from .img into above directory

    - paste 16.0.10730.20102_en-US_x86_Monthly_Channel path in OfficeRTool prompt

Did you use MS FixIT-Tool for uninstall? If not, clean system with FixIT-tool and start again.
See this post, section 5 for download link and instructions. Be sure to follow all recommended
steps (especially don't forget the 2 reboots).
Hard to tell without more information. What tool are you using for install?
Are you installing on real hardware or do you use a virtual image?

But if not already done, I strongly suggest to do the FixIT-Tool cleaning
and then start Office 2019 install again.

When "Office Tool Plus" is provided "ProPlus2019Retail" ISO image as a source path, and "ProPlusRetail" as a 'Product ID', it will trick Office 2019 setup into thinking "ProPlusRetail" product id as "ProPlus2019Retail" product id as if under Windows 10, and will act as a workaround to install Office 2019 on Windows 7, 8(.1). This will further allow users to install Office 2019 (x86) on Windows 7, 8(.1) x64.

Note: You need to install Office 2019 Volume licenses prior Office installation, for this trick to work.

    In a nutshell, in Windows 7, 8(.1):

    - When under "Office Deployment tool", "ProPlusRetail" is chosen as a product id, it will install Office 2016.

    - But, under "Office Tool Plus", when "ProPlusRetail" is chosen as a product id, it will install Office 2019.

Post has been updated with this workaround:

You can install 32-bit or 64-bit Office 2019 in Windows 7/8.1 64-bit using "Office Tool Plus". WOTOK will only install the 64-bit version, and I could only get "OfficeRTool" to install the 64-bit version as well. IMO "Office Tool Plus" is an All-In-One tool that has everything I need. It can download, it can install online or offline, it can activate, and it has a few other features as well.

Is there an office KMS activator where I can specify the IP address of the KMS server?

I am currently using abbodi modded script with Online=1 and the IP, just wondering if there is a tool that does this as well.
