Are you saying uup.ee and uup.net aren't the same?
not sure if uup.ee is 100 percent safe nor i can be 100 percent sure about uup.net. windows itself is a virus anyways. now that they created how do they call this new cortana version they will know even more about you and everyone else. is Microsoft 100 percent safe website ?
thing is that since 95 never installed any antivirus on any of my pcs never had any firewall enabled its like 2023 now and havent caught any virus yet and even if theres no much on my pcs it could do.

My take is it seems to boil down to "trust" in the UUP websites - ie will they just download M$ official downloads or add something hidden. I see a little paranoid of Chinese mirror sites (some justification), and yes I guess one cant be too safe.

Applying RISK MANAGEMENT, definite chinese mirrors would be a no go, however sites like UUP.EE based in estonia and servers in USA "seem" to just source M$ and nothing more. Put it another way, cant find anyone who has sourced this site state or show its NOT LOADING an official M$ Product and nothing more.

If the default configuration is maintained, the uup server will prioritize returning 22631, although its revision version number is slightly lower.

MSFT released 22631 on September, two weeks later they released update for 22621 on the same channel
you can't get update for older 22621 build because newer 22631 was already released

the only way to get it is to fetch it manually https://forums.mydigitallife.net/posts/1810298

Just an observation (maybe its by design....)
When UUP dump app is run from a network share, the share gets mapped as a drive (like Z:\). This doesn't happen when running from a local drive.

Why not run it on your lan instead? Edit apache config and remove localhost IP

Yes and it doesn't release the drive if you close the server window. (X in upper right corner of window). A new drive gets mapped if you run it again. But the mapped drive is released if you hit ctrl-c and terminate batch job in the server window.

Any other workarounds? Don't usually want to keep it running once I am done with it.

try to use PHP built-in server
I don't have any network drives so I can't test anything about it

just fyi i spoke to a few people at centrylink and xfinity, and they do packet filter
so if you cant complete downloads...updump or whatever, most likely they are
killing the download cos they know the content.
best to use a VPN and a DNS that is not tracked. Dns leaks to test.

It's not illegal to download files from MS. This is exactly what Windows update does, so anyone packet filtering would not be able to tell the difference.

I will carry on with Paul's version. Too many problems with that site, and too long to fix it.

The app is easy once you have had a play with it, so I see no need to go back to the site.
