You should mention that mkisofs.exe is not a standard part of a Microsoft Windows installation. A quick search on google will find it for you, but most people aren't going to already have it on their system.

No, it has to do with rules. The rules are very clear in this regard. Turning it into a warez/keyz site would also shorten its life dramatically. Activation keys in the other topic are possibly an oversight. You are supposed to report such posts so the Mods can take a look on it Technically, the keys in the linked post are not on this site. No idea if the policy extends to third-party sites. But what is forbidden in any case is 1. posting any keys here and 2. asking for keys here.
