It's a bug with Steam. Use a program like Process Hacker or SysInternal's Process Manager and right click on Steam.exe, go to Properties. There will be a steamclient.dll!TerminateGameConnection thread going up to 100% thread usage, timing out, and starting over endlessly. Terminate that thread. Unfortunately you have to do this every single time Steam.exe is started or restarted. I was thinking of making a launcher that would correct the problem automatically, but I haven't had the time. Edit: Holy s**t, steam_silent.bat posted above fixes the issue, no need to use the stream_reset.bat at all. THANK YOU SO MUCH!
So will it fix the fps issue in CSGO aswell? I went back to 1809 and I'm going to wait for public release to see it gets fixed from now till then
Same issue on my laptop. I have to constantly use their atrocious "slider" to adjust the brightness, instead of easy toggle and/or automatic switch depending on AC state. "New feature : you can no longer define that you want 100% on AC, and 40% on Battery - you'll have to adjust the brightness manually with an imprecise-as-hell tiny slider each time you plug or unplug your device". Whoever came with such a feature definitely sucks at IT and should get hanged drawn and quartered.
Thank you for this. I recall this same issue with the last major Windows 10 milestone. MS eventually fixed it. It's amazing that this bug has reared its ugly head again. This happens to me still on latest 1903 clean install upon reboots and almost everytime I close and re-open the laptop. The slider will say that it's still at 100% when it's really not. So this trick from the previous Windows 10 milestone seems to be necessary again and working like a charm after applying this fix.

That tweak forces the brightness to stay at a 100% as well and the guy said it worked for him. Make what you will out of this.
