Currently unable to download any of the enablement packages - it seems the Microsoft server might be having issues.
Check the hashes if they are the same as shown above. If they match then you can safely rename those unless the names need to stay that way for installation. Not sure about that. I found out here that newer FOD updates had to keep the name for a standard install to work.

What are you having trouble with? The four digits indicate the last two digits of the Gregorian Calendar year and the month in two-digit format. So "1809" means 'finalized' in year 20(18), month (09) - September. "1903" means 'finalized' in year 20(19), month (03) - March.
