I do a fair number of them. I run into a lot of systems that are 2 to 4 builds back so I like to have these integrated just in case.

Think about it from a different perspective. Most regular users have no idea about what Microsoft does when they expire updates. There are hundreds of millions of them and Microsoft will take care not to cause them a major impact if they don't remove the expired update. Most likely, one of the next updates will supersede the expired update and as such the whole thing will be forgotten. It is your choice what to do with the expired update. If you want a personal point of view, I normally uninstall expired updates, but this is only because I am aware of those expired updates, like most of us here. Almost everyone else, if you take in consideration the numbers, have no idea and should be safe as well.
It is legit and activated, it is upgraded from Windows 8, which is retail copy. It doesn't get to the reboot stage, it gets to 100% on the windows update page and then fails before where I assume it will reboot at the end.
