Only the 20H2 EP is still IP, all other updates are public, the same with 1903 > 1909 when it first was released. And now it won't even be that long till the 20H2 EP will be publically available too. The currently available 19042.450 ISOs are labelled IP, all others aren't. There are just 3 sticky build threads, the OPs are well maintained (says the fool himself), so all will be clear when they are read. ps, you might think that MDL is centrally controlled but it's just a bunch of members creating the threads and content voluntarily, at their own merit.

I have a question. I run 1909 and 2009 on VM and on both versions I have disabled Windows update services. I've noticed the settings header got updated. How?
it was already integrated in your system, now it got enabled by MS (this process is in no way related to Windows Update services, so they were not „updated“, as you said)
And how are they tinkering my system even if Windows Update is disabled? How can they enable/disable features without me even knowing? What service could be responsible?
You sweet summer child... WNF, the Windows Notification Facility is a passive event listener that microsoft uses to push/test/register/update features. That, and the fact that simply disabling wuauserv is not enough for quite a while now. Windows will re-enable it as needed, and even run a dozen remediation scenarios if it could not. In recent versions windows will use MoUsoCoreWorker standalone tool to download updates, and not the svchost service. Check out @pf100 Sledgehammer project, it's exactly as the name hints: brute forces WU off.
