I had done an upgrade install from 1809 to 1903 (and then the SSU and CU's that followed to 18362.53) , I find several errors in event viewer:

svchost (12960,R,98) TILEREPOSITORYS-1-5-18: Error -1023 (0xfffffc01) occurred while opening logfile C:\Windows\system32\config\systemprofile\AppData\Local\TileDataLayer\Database\EDB.log.

The first number before the comma in svchost (12960,R,98) changes but the rest is always the same in every error.
C:\Windows\system32\config\ is unable to show the owner, and I don't want to take it over until I've found out if anyone knows a fix for the above issue, and ideally if anyone knows what the default owner and permissions for the folder should be.
