Download "en_windows_10_consumer_editions_version_1903_x64_dvd_b980e68c.iso" and then use SVF to generate EN>>DE ISO.

LOL, when I tried to install 1903 and it thought the "Print to PDF" and "XPS Document Writer" drivers were incompatible. Even though they are built-in Windows drivers. Removed them and still ran into the issue. Just deleted the compatibility logs from $WINDOWS.~BT and then refreshed that error page from the Windows setup installer. Finally allowed me to install.
Probably been answered a billion times by now, but basically using dism to add a cab file to your system goes roughly like this: dism /online /add-package /packagepath:TheUpdateName.cab If you don't want it to restart because you're adding a bunch of them and each one takes a long time, add /norestart You can use wildcards like *.cab as well as directory manipulation ones like ./yourfile.cab or ../updates/yourfile.cab You can also use the whole complete path, but if there is a space, you need to put the thing in quotes like /packagepath:"c:\program files\mydismfolder\myfile.cab"
