You could go the instal in audit / run WU / sysprep / capture route.
No, it never will be applicable to 2021 LTSC, 2021 LTSC = 19044.1488 and up (21H2) and never will be upgraded to 22H2. When using W10UI it will be skipped automatically on 2021 LTSC.
The updates are applicable but the enablement package isn't: from the updates overview: I thought it was clear now after almost 3 years of 2021 LTSC.
I copied the license file for ltsc 2021 over then i put the IoT Enterprise 2021 ltsc key in and that allowed me to do repairr install to IoT Enterprise 2021 ltsc without loosing anything

Just open the ISO with a ISO mastering tool like UltraISO/PowerISO and replace the original wim with the crippled install.wim and save the ISO.
