All Enterprise 2021 LTSC ISOs contain N versions if the laws require it to exist. EU for example. all info (including all ddl ISO links) is available at the OP.
I think some thermal things, i dont know. I would install it as drivers cannot have telemetry, only the apps that go with them.

Hmm... you might want to look at the cbs log for a clue as to why it is failing even with the app gone. Maybe the app already installed something similar.
To clarify; I found out that unlike ltsc 2019, ltsc 2021 presents driver updates as optional updates and won't download and install them unless the user, you cutie, choose them maually through the text right under the check for updates button.
Yes, go into your settings for UWP apps and disable the ability for them to run in background, then reboot. Now you can kill the app via Taskmanager/Process Explorer and install

thx 4 trying hence consistent, and the regvalues queried for 'PaintDesktopVersion' shows the 'correct' build. that is the first situation i am seeing this inconsistency between winver and 'PaintDesktopVersion' i guess this makes me seems that the EPsystem rendered the sweet info-feature useless

Because builds 19042/19043/19044 don't exist, they are just registry values so you are OK with PaintDesktopVersion showing 17763.1, whereas winver showing e.g. 17763.2330 but you find it inconsistent with 19041 and its variants?

u can try with policyeditor.exe to change the edition to EnterpriseS and then run the upgrade see if its works
Same, I've tried some methods like remove tile database, rut start menu troubleshhooter, reset start menu to default with no luck. Troubleshooter only says Microsoft.Windows.ShellExperienceHost and Microsoft.Windows.Cortana are not installed properly. User profile is domain user profile, so I can't create new user profile to work. Creating new local user profile is a decision, but not for me( Well, I finally did it. To fix this crap follow these steps. 1. Create new local account (for example temp), add it to local administrators group, log in and check there is no ms-resource:TileDisplayName in Start Menu. OK Log out. 2. Log in built-in local administrator account, check show hidden files in explorer. 3. Go to c:\Users\Problem Account\AppData\Local\ and rename Packages folder to Packages.old. 4.Copy Packages folder from temp account to your corrupted account. 5. Log into your native and lovely account and voila, there is no annoying ms-resource:TileDisplayName in Other section in the bottom of Start Menu. 6. Delete temp account or keep it to any other purposes. In my case the only thing Ive seen is system alert of corrupted IGP application, so im going to reinstall graphics driver, that is not so big problem than unknown and undeleteable sh*t in Start Menu.
