I've been asking myself are we guinea pigs for M$??? we're finding all the bugs and workaround solutions for a totally dysfunctional "operating system" ! M$ has completely lost the plot of what an operating system should be, not a bloated distorted vision of mishmash kindergarten applications and being clueless of user expectations. all the fun of installing, re-installing trying different scripts and workarounds.... I've depleted all my English and French swear words repertoire so far.....
I did fresh install of SW_DVD5_WIN_ENT_LTSC_2019_64-bit_English_MLF_X21-96425.ISO updated with Windows10.0-KB4470788-x64 and Windows10.0-KB4469342-x64" and have build 17763.165 LTSC and used W10UI_5.3 everything seems OK

or you could just change the last part of the file name in the URL to --> 64-bit_English_MLF_X21-96425.ISO and it'll fetch the correct ISO
No way to install LTSC on MBR BIOS old laptop where previously was installed LTSB 2016. The boot hangs on Windows logo, USB/DVD both failing. The iso is it_windows_10_enterprise_ltsc_2019_x86_dvd_12f58cc6.iso sha1:522A77D6084A8066BA6297E4C664675DABE2ADC6 The iso is OK, working on more recent laptop. I think there's an incompatible bios, tried everything (delete boot.efi and efi folder at root USB). Some other ideas? Can help replacing the 2019 boot folder with the previous LTSB 2016?
Are there any ways to upgrade Windows 7/8.1 and 10 to LTSC without having to delete all apps or perform a clean install?
Do a clean install, you need to select Custom Install after booting from the Win10 media and starting install and then delete all partitions on your system disk (best to have all other disks except boot device disconnected) until all space is unallocated, then Win10 will create all partitions it needs on the unallocated disk according to how you booted the install media (GPT for EUFI, MBR for legacy boot). Also a a thumb drive 8GB and fat32 format. Then, you switch the BIOS to auto mode. If not, choose UEFI. If not, select legacy. You can switch it whenever you like. The main thing is thumb drive is fat32 format ( installer )
