Awesome, thanks! So is the difference just that more updates are included in the february refresh ISO? Assuming I installed both ISOs and fully updated both, would I have identical systems? Or is there another difference?

Most current... en_windows_10_enterprise_ltsc_2019_x64_dvd_5795bb03.iso The first one on your list is one of the earliest, which I am using with no problems. As long as you do a clean install it doesn't matter which one you use as long as you receive Windows Updates.
