Can the key I used in 2016 LTSB be used to activate 2019 LTSC or will it stay activated if I do an upgrade from 2016 LTSB to 2019 LTSC?
AFAIK, you can not do an upgrade from LTSB to LTSC, I could be mistaken though. To easily activate LTSC you can use the KMS-VL-ALL script.
LTSB/LTSC keys are not interchangeable,one needs a different key for each version & obviously that key can only activate that particular version.
Yes. It's on VLSC as I'm pulling mine from there now (SW_DVD5_WIN_ENT_LTSC_2019_64-bit_English_International_MLF_X21-91402.ISO). Can't help with public links though, unfortunately

Installing from en_windows_10_enterprise_ltsc_2019_x64_dvd_74865958.iso gives the option to select the N version in the beginning of the setup, would guess the same goes for the other localizations. Looks like you don't need any special N version .iso this time.
Personaly I don't trust online solutions of KMS but hey downloaded and took a look at it seems allright
As stated, you need a new key, so I had to activate through kms vs all. I updated from LTSB (14393.2515) but this build has been a nightmare for me: Start menu is very slow and laggy, it blinks randomly, and above all it keeps deleting all my pinned apps at reboot or logout, and I have plenty... Some items (randomly) can't get pinned anymore, also many (not so recently installed) programs got the "new" tag: I click on it to get rid of the "new" tags but it comes back after reboot, the exact same programs. After having tried 20 times, back to previous build unfortunately!
You may achieve better results with a clean install. LTSC is not meant to be updated in the same way as non-LTSC versions. Cheers.
