Seems to me they were more than aware of it as here's part of their response on that page even though it states it's not official:
That's called a disclaimer because it's not confirmed or tested by msft and when problems occur after reading and following up any instructions on those external pages, msft has cleared itself from being held responsible for the damages.
That message is because he is not in the insider program I don't see it on all of my clean installs though (also not on normal upgrades but i usually only upgrade to insider versions on my systems so on those i'm logged in as insider).
100% you will see this message on ALL 1607 anniversary clean or not installs IF you will touch/click/tap the section/tab [Windows Insider Program] in [Settings / Update & security] when you will return back to [Windows Update] tab in [Settings / Update & security] you must delete some values / keys in registry . but if in future IF you will touch again the [Windows Insider Program] in [Settings / Update & security] tab the message will appear again. so , keep away from this tab or reuse the solution . c
