No, if 19042.508 is called final by BLB, the ESD should be at least 19042.508, 19042.450 is released as Insider Preview.
It should have been, as there seems to be many broken things that have been fixed, but I'm sure 508 is the final.

With 19041 it went this way: 19041.84 IP Techbench ISOs: Feb. 25 2020 19041.208 MVS "Released to devs" ISOs: May 12. 2020 19041.264 GA ISOs (MVS + Techbench): May 21. 2020 For 19042 we now only have the 19042.450 IP Techbench ISOs (Aug. 26. 2020) and the announcement that 19042.508 is considered the final build.

No in-place upgrades still dosn't work on Windows 10 20H2 (19042.541) with an Windows 10 19042.541 ISO.
I was tired of waiting, so I did an in-place upgrade with 19042.450 from 19041.508 and it worked just fine.
Maybe I'm seeing things again, but I could swear that 541 was referred to as an "optional" update. This would leave 508 as the final. Today, I go back to the 541 blog and I'm having trouble finding the "optional" reference. I'm also seeing discussion about the "optional" reference in other forums. So maybe we will be getting 508 ESDs/ISOs soon.
