It's the same as when MSFT integrates the LCU. As said, the year stamp from UUP is just because it uses 19041.1 as base, incl the background shown at initial setup (there is no boot.wim available at UUP, so it's created from winre.wim with some needed additions like the background).
I use 19043.964 in VMware Workstation 15.5.7. Same here, it's not working. I updated from 19043.928. Tried RestoreImage and component cleanup.

So there is no new Windows Feature Experience Pack after 120.2212.3740. I know that with Vivetool you can enable News and interest, but I'll not use it in main PC.
