    I didn't test on VMware on 18363.4xx. so can't tell if it's a compatibility bug, but you can try this:

    This appear right when I boot the VM with the ISO inserted. The ISO is the official from Microsoft, from Windows Insider Advanced.
    I will try downloading the ISO from UUP from the latest build, I suspect the ISO file is damaged.

    What exact iso (filename and sha-1) do you use?

    Now i'm downloading build 19002.1002 from UUP Dump. I suspect this is the build that fixes the shutdown and reboot bug
