    No. DEV releases (former FAST ring) are rolling test builds, they don't belong to any release. If you want to watch builds that will eventually be released as "stable" ones, keep an eye on the BETA channel (former SLOW).

    I don't have the new start menu and the new "about" in this build.
    I have he-il version of this build.

    Maybe it's probably still for Insiders.
