Those are ISOs created by MSFT and released on techbench, the error is only for UUP>ISO installs which doesn't officially have a boot.wim, it's created from the winre.wim and it seems there is something wrong with it.

Well MS still hasn't solved the problem on when pressing start the shut down\resart button is mostly hidden, and odd I got a notification that MS office (2016) will not work with this version..but clicked on word and Excel and it does.
I just used my UUP-generated install.esd, inserted it into the downloaded ISO shell (discarded their install.wim). Rebuilt the ISO and all seems well.

Difference is Session ID Generated by M$ Server for Same ISO. Server Always Generate a New Session ID for Same ISO.
OOBE usually doesn't show when upgrading + that probably is taken from the 10X simulator and very poor quality video too.
