I am sure the block is only in the installer and when the user tries to update to a newer build. But the OS itself doesn't have any restrictions to run or be activated once it's already installed.
Yep, I installed on a very old machine, legacy boot, no TPM, Installed, runs, and activated fine. ---- BUT------ if they issue new keys for later builds, then the fun begins.
Through Windows Update via the Windows Insider Program on monday, and through an ISO file if MS releases those. Also if it ends up being leaked.

I understand that the current leaked builds do not have support to download and run android apk's yet, does anyone have an ETA on which build will have it and when? Or do we just not know?

You don't need to. Look at the registry entries that the tool changes. There are 2x ones for the current channel, just change these to Dev. Done
Man you can just install 21996, join the dev channel (on a supported PC to avoid having to jump through hoops and making mods), and pull in build 22000 from WU on monday! You can even open the FB Hub now and post feedback on 21996 if you want (although it would be kinda pointless), the FB Hub is now open for public Windows 11 Insiders...
An "early weird build" which looks very much like the version they intend to publically release to Insiders lol.
All of the features they presented on the live stream, except for the new settings app, new action center and the new store and a few other very small changes, are in the leaked build. Edit: Apparently the build that comes out next week also has a different startup sound.
whats pathetic with these companies that do this sort of damage control, is you see what they think of their customers. If honest and say, yes it leaked out, you get a sense of some honesty --- BUT ----- spin a story and treat customers as that they will swallow anything, ---- well that says a lot.
If you pay close attention, during the stream, when Panos was showcasing Windows Widgets, he actually made a small reference to the leak: "[...]you've seen this before..." Well, truth is, besides the small differences I've mentioned above in my other post, builds 21996 and 22000 identical.
