Yes. You would not be able to log into your work laptop to connect to the work VPN if it did not. Edit: The problems arise if you manage to lock your account from failed logins. Then you will need Internet or physical Corporate Network access.
Been playing with this and I can say for sure that the leak doesn't seem to have any restriction for activation based on TPM or Secure Boot. In fact I've installed it with non-uefi with mbr partitioning and activated with the digital entitlement method just fine on a vm. Bear in mind that it still uses Win10 keys and I haven't tested this on bare metal install. I used my diskpart/setup script and @Enthousiast 's script installer on the leak. I am sure the block is only in the installer and when the user tries to update to a newer build. But the OS itself doesn't have any restrictions to run or be activated once it's already installed.
Yep, I installed on a very old machine, legacy boot, no TPM, Installed, runs, and activated fine. ---- BUT------ if they issue new keys for later builds, then the fun begins.
Through Windows Update via the Windows Insider Program on monday, and through an ISO file if MS releases those. Also if it ends up being leaked.

I understand that the current leaked builds do not have support to download and run android apk's yet, does anyone have an ETA on which build will have it and when? Or do we just not know?

You don't need to. Look at the registry entries that the tool changes. There are 2x ones for the current channel, just change these to Dev. Done
