He probably means the 19045 aka win 10 22H2 ISOs. The member he responded too was not clear about what exact 22H2 he meant.

did MS change deploy stage in latest w11 ? before OOBE stage, I always disable network connection (to avoid install updates, don't need it yet) in the beginning of OOBE stage, it was disabled, as first logon started it was re-enabled again ? also notice that even when I disable some inbox apps, it was installed anyway ? wtf is that.
I was on Windows 10 and got the update to windows 11 22H2 via WU which updated me to Windows 11 22621.??? <--not really sure but once rebooted there was another cu available from WU that updated me to 22621.608. I also saw that there was 22621.730 on uupdump site but was unable to update fully the SSU was successful but It errored out on the CU see my other post https://forums.mydigitallife.net/threads/windows-11-hotfix-repository.83741/page-52#post-1758298 So I did a in-place upgrade to return to 22621.608 with the proper SSU Package_for_ServicingStack_378~31bf3856ad364e35~amd64~~22621.378.1.0 so as not to screw up patch Tuesday tomorrow.
I can't remember you mentioning you got the feature update to Win 11 22H2 (aka full upgrade) offered on WU, all i can remember is you trying to install 22H2 updates from the IP channel on 22621, are you sure the upgrade to 22621.521 (this one was the one that was offered on retail channel WU at that time) was by WU?
I was on windows 10 and did a update check and was offerd the Windows 11 22H2 update and went ahead and did it. I however did not take the time to see what version it was as after the reboot and again checked for updated and was presented with a new CU 22621.608 which i let install and rebooted. later that same day I noticed on uupdump that 22621.730 was available and tried to install it with W10UI and ran into the error on the CU part but the SSU was installed successfully with that message i posted message but the CU failed and then after talking with you I created a 608 iso and did a in-place upgrade to return to the proper SSU and CU for the 22621,608
