I tried what you said from a fresh install (to be sure), still: Activation failed, Can the ISO or SLIC ROM be faulty? EDIT: slmgr.vbs /dlv says: OEM_SLP_channel and the key seems to be installed correctly.
try again bios mode (not efi) and make sure toolkit reports cert is ok (your picture shows missing cert)
that's weird, how server manager got installed if the packages that installed are from windows 10 client
Unfortunately it's most likely generated. That whole build (16299) is hacked together and I'm sure it's had the product policy altered.
I tried with the cert that was provided in OEMCERT_AND_SLICS_2017-12-10.7z, but also no luck, also after installing it states the certificate is installed correctly. Is this checkable in windows somewhere?
I said "hacked together" because it's another way of saying that it's homebrew. Build 16299 doesn't have a GUI The licensing details don't seem correct due to product policy changes and a generated key We don't encourage the use or the discussion of generated keys. In fact, if we could go back in time we'd of never approved the thread containing the tool because it's caused nothing but issues.
