Does anyone know how to convert Windows 2016 Server Standard Evaluation to VL so I can use any KMS activator?

    I am using build 14393.rs1_rekease.161220-747

When I try to run the command slmgr.vbs /ipk with the CB7KF key it returns:
Error: 0xC004F069 On a computer running Microsoft Windows non-core edition, run 'slui.exe 0x2a 0xC004F069' to display the error text.

Does anyone know if the media below is the same? Is it the product key that allows the 24 cores?
    Microsoft Windows Server 2016 Standard - 16 Core - OEM (P73-07113)
    Microsoft Windows Server 2016 Standard - 24 Core - OEM (P73-07132)

    Can I just use 14393.0.160911-2111.RS1_Refresh_SERVER_OEMRET_X64FRE_EN-US.ISO??

    UPDATE:
Just got the 24core media in, it's the same...

Hello there, sorry for this long post, but don't want to leave out any information:

I'm trying to activate Windows Server 2016 with a provided OEM SLP key found here on VMWare
    /threads/win2016-slic2-4-seabios-slic_toolkit_v3-2.71860/

Installed Win 2016 Std from this ISO: en_windows_server_2016_x64_dvd_9327751.iso
    (all updates installed)

(First tried with the slic 2.3 bios that works on 2012 R2, but tried and read that doesn't work anymore)

Tried with SLIC 2.4 found here (VMware 14 link):
    /threads/vmware-workstation-12-x-14-x-pro-player-slp-slic-bios-efi-mod.64693/
(Installed OEM certifcate in that archive with slmgr.vbs /ilc)

    - Legacy BIOS.440_SLIC.ROM
    > SLIC toolkit V3.2: 2 slic tables detected
    1: DELLPE_SC3_V2.4: (invalidated) imgur.com/VBG92p2.png
    2: DELLPE_SC3_V2.4: imgur.com/IAgl7YC.png

    - EFI64_SLIC.ROM (after re installing the os with this rom mounted)
    > SLIC toolkit V3.2: status: Dump Error (RSD PTR Not Found)
    > RWEverything 1.6.7: ACPI Table:
    "Signature: XSDT",
    "Revision 0x01 (1)",
    "OEM Table ID: CBX3",
    > Key-Cert-Branding Tool found DELL CBX3, but can't apply the key
So the toolkit doesn't recognize it, but it seems to be loaded correctly

But when using slmgr.vbs /ato, I always get: Product activation failed

How do I get the provided key mentioned before to work?

UPDATE: Used files from next post seem to be working on ESX but not on VMware workstation 12

I tried what you said from a fresh install (to be sure), still: Activation failed, Can the ISO or SLIC ROM be faulty?

EDIT: slmgr.vbs /dlv says: OEM_SLP_channel and the key seems to be installed correctly.

try again bios mode (not efi) and make sure toolkit reports cert is ok (your picture shows missing cert)

that's weird, how server manager got installed if the packages that installed are from windows 10 client

Unfortunately it's most likely generated. That whole build (16299) is hacked together and I'm sure it's had the product policy altered.

I tried with the cert that was provided in OEMCERT_AND_SLICS_2017-12-10.7z, but also no luck, also after installing it states the certificate is installed correctly. Is this checkable in windows somewhere?

Hack? Not at all. Product Policy alteration? Yes, by genuine ServerDatacenter certificates.

I said "hacked together" because it's another way of saying that it's homebrew.
    • Build 16299 doesn't have a GUI
    • The licensing details don't seem correct due to product policy changes and a generated key
We don't encourage the use or the discussion of generated keys. In fact, if we could go back in time we'd of never approved the thread containing the tool because it's caused nothing but issues.
