It looks like there is a workaround for a bug in privacy settings where Let apps run in the background resetting itself to ON on every reboot. This bug seems to not appear on systems which were upgraded from 1709 to 1803 but only on a fresh, clean installs of 1803. The solution is to create a DWORD registry key under: Code: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\BackgroundAccessApplications with name Migrated and value 4 After reboot, Let apps run in the background setting has stopped resetting itself to ON and remained OFF.
