For clean install just use the latest cumulative option or get yourself a 22000.1 ISO (disable include updates at the website or set addupdates = 0 in the convertconfig.ini file) and download the updates from the Updates Overview and use W10UI for offline integration.
I have a notebook, Intel I5 third generation with intel HD 4000 and Windows 10 version 21H1. This notebook has no TPM 2.0 function. Has anyone tried installing windows11 on these third generation intel processors? it works?
You could install Windows 11 on it in a few different ways, it's just advised now to wait for a time after October 5. to look at what will be able then! At this moment, it is unpredictable to know what will come out from the Witchkitchen of Mircosoft! at the date of Release

I had same results from a VM in my XCP-NG pool. Not compliant when first attempting to setup; backtrack one step, get the registry edits in place.. then I was able to proceed with installing Windows 11 in that VM.
