My computer has a problem to boot on USB, I Don't why, I need to burn on DVD for refresh a new installation
If it's not even listing your USB drives then you likely have to enable "Legacy USB support" in your BIOS/UEFI. If you do have that enabled, "Fast Boot" might be causing issue. Some boards don't check usb ports when you power on from soft-off state, usually solved by going thru G3 state (switch off your PSU). Another issue might be that USB flash drive controller takes too long to initialize so it wont get detected. (you may be able to boot manually from EFI shell, or boot to bios with drive plugged in and reboot with "Control+Alt+Delete", USB may get detected then)
What if you try to fresh install older windows that can still fit DVD on your PC, then you upgrade by mounting 17736.1 ISO file in explorer ?

It is not a bug. There will be no Internet connection for UWP apps in 1809 if you have IPv6 disabled.

Nobody knows anything for real, it's all speculating and free guessing. 17763.55 is working fine, you can create the updated iso manually.
