Is Windows 10 LTSC 2019 standing like other ISO's 17763.1 (1809)? Or can I download and use it normally for end users?

I have new laptop coming this week and Dell website lists it as tested for 1809 but Microsoft halted the update. Is this safe to update to or should I only update to 1803 until they say its ok? Also I have windows 10 Pro activated through digital license on Microsoft account on my current PC. If I upgrade the new laptop to pro will it activate when I sign in or will i have to get a key? This PC was upgraded from Win7 ultimate but the key shows up as the generic windows 10 pro key but I had saved the old windows 7 Ultimate key if the new pc can use that on windows 10.
Whenever i manually stop update services usosvc & wuauserv, the sysrem will somehow freeze after a period anything already open will be still working, but opening anything else will not respond, including shutdown or restart (ALT+F4 or through cmd) a hard restart is needed first i thought it's issues in VM, but i got the exact same behavior in real machine i also got it even with clean install without my usual tweaks (only defender disabled and manual WU policies set)
@abbodi1406, I only disable wuauserv and I don't have a problem in 17763.55. Disabling usosvc must be causing your problem.
With latest 17763.107 update, i can now watch 4k HEVC RExt 4:2:2 10bpc videos smoothly and cpu is below 100%. It wouldn't play smoothly with previous versions of windows 10 / server 2016.
i am fine with win 10 april update and i think microsoft should delay this feature update until april next year. One feature update per year is enough.
