    I managed to get KB5037765 installed by restoring my 17763.1 base install.

    So, using 17763.1 base + 2024-05 LCU installs, whereas 17763.1 base + 2024-04 LCU (also installs) + resetbase + 2024-05 LCU (fails).

    It remains to be seen if the 2024-06 LCU will also fail with 2024-05 installed, as was the case with 2024-05 failing with 2024-04 installed. Could my problem have something to do with having done a resetbase after installing 2024-04?

    Did they pull the update? I'm running W10 LTSC v1809.5696 and I'm no longer being offered 5820.

    both KB5037765 and KB5039705 May 2024 CUs seem to require an old file that got removed by "resetbase" as the May 2024 LCUs kept failing to install on all my LTSC 2019 computers with the "some updates were not installed" message when running their MSU files.

    I checked the CBS.log and CBSPersist*.log files in the C:\Windows\Logs\CBS folder on those affected LTSC 2019 systems and looked at this entry:

    CSI    0000008a Changelist winner missing files - Microsoft-Windows-WebPlatform-PluginPolicies, version 10.0.17763.1, arch amd64, nonSxS, pkt {l:8 b:31bf3856ad364e35}
    the 17763.1 base install media should have it but somehow was removed when using some cleanup + resetbase with not just the LCU from 2024-04 but also with earlier CUs (my custom LTSC 2019 install media had 17763.1 + 2023-12 CU [KB5033371] integrated and was using resetbase with W10UI - both KB5037765 and OOB KB5039705 CUs failed to install on top of KB5033371 after using "resetbase" from 2023-12)

    this was not a problem with KB5036896 (April 2024 CU) and older as that file was not required; KB5036896 installs fine without it

    Tried out of band update replacement, doesn't work either and fails with the same error.

    pic of both successful installs of the KB5037765 & KB5039705 updates on one of my LTSC 2019 PCs:

    restoring 10.0.17763.1 of the "amd64_microsoft-Windows-w..formpluginpolicies" component (and removing the higher builds of this from the registry and keeping the 17763.1 version) allowed those May 2024 LCUs to go through without error

    it turns out, that's not an issue with 2024-06 CU (KB5039217) [build 17763.5936] installed on top of 2024-05 as the 2024-06 LCU for v1809 installed successfully without problem over any 2024-05 CU as I tested this on an LTSC 2019 based machine.

    it's when using "reset base" from 2024-04 (KB5036896), 2024-03 (KB5035849 & KB5037425) and/or older is when the May 2024, June 2024 or newer updates fail due to the unexpected version dependency change with the "amd64_microsoft-Windows-w..formpluginpolicies" component starting with 2024-05 CUs
