I have only installed SKU files and inserted key. When doing slmgr.vbs -ato Windows was sending requests to licensing server and it was giving working responses. I think, that Microsoft has severely messed up something with the licensing server. Nothing was able to activate before injecting GenuineTicket.xml, so that means that this is completely random if you get HWID or not.
Fresh install Windows 10 Pro without any key and it activates with permanent Hardware ID. If at all this is a glitch/bug, Microsot might revoke all activations in that period.
It's home, pro and their N versions only (+ the editions that use the HWID's for pro and home), as @abbodi1406 said, they need 1.000.000.000 systems on 10 anyway
@Enthousiast be very scared they have your IP and are giving you free stuff, only thing left is for cops to knock on your door. Hide your computers in the bath tub quick!
I tried to activate last week with my new build and it didn't work. Had to activate with a KMS server. Is there some info on how MS activates our machines? Say I had 3 identical setups, will each one generate a unique ID when the MS activation server sees it? Are our internet IP's also included in creating HWIDs?
Well, I second @mkuba50's statement. Though I can't recall the exact timeframe, but the Pro entitlement covers all of those SKUs. Interesting I was able to activate Pro N on Pro DE. However, in my recent tests, I get exact same result as @mkuba50 - so nothing sounds like a 'giveaway', rather a glitch.
