I will answer myself, was playing with it and what i found:
To remove "staged" package state u need to change "staged" to "detect" in xml mum file, and change in registry value "CurrentState" to decimal 112.
U need to also make package visible change defvis and visibility and delete owners also. Maybe someone will find it helpfull.

Deleting the owner’s folders is sufficient for Windows to allow the removal of a package.
