Do you really not know that Microsoft doesn't change the name of the operating system this early in development? 9788 is very real, and it most definitely is the next version of Windows, but that doesn't mean its called Windows 9. Early builds are still named Windows 8.1 because Microsoft are lazy. This is the same for all development builds ever. The first few Windows 8.1 builds were called Windows 8, the first few Windows 8 builds were called Windows 7. See?
