As far as I know, those in c:\windows were updated only via WU or *.msu files. Like KBXXXXXX for Camera or KBXXXXXX for OneDrive... And there is KBXXXXXX for Windows Store App itself!

However, I do not understand why with KB2934018 already in your Cezch IR5 system applying kb3012997 (English) would not install English language files pertaining to KB2934018 (Since kb3012997 includes all up-to-date language files). I always use ENG IR5, with CZE LP (There are many reasons for that, including the person can find ENG ESD more easily.) Yep, ARM64 is mystery system so far.
KB3012997 dosn't include any KB2934018 related components and regard stripping other language MUIs, it's not stripping.. servicing cann't add updated MUIs for language that don't exist in the image
