For first workaround (if tested working), it will be hard to automate patching for different versions of wuaueng.dll so it will be handled manually for the second workaround, yes, it's possible to create new script to switch between three variants of sle.dll (no restart is required)
Why can't we get azure only updates too (4th year of extended support)? This is a legit question, I'm not familiar with the business/enterprise segment (and terms for that matter - I don't even know what azure is, but can always search i guess)
I still have my VMs off all editions of Vista (except Ultimate x64 and home basic editions) which were installed back in February 2022, had their esu preparation package installed and kept detecting the security monthly cumulative update every month all the way to the last. Let me know if this can be useful to you in any way.
Little off-topic: i noticed that up to the last non ESU 2020-01 KB4534303, Monthly Rollup x86 does not install IE9 components for Server 2008, but only for Vista starting with first ESU 2020-02 KB453781, it installs them for both Monthly Rollup x64 was and still install them for Server 2008 only
The October 2002 KB5018413 update for IE9 updated it to version 9.0.280 and has been the last IE9 update up to this time. As you stated, it is only for Windows Server 2008.

After deploying option #2 in step #28, I haven't had any problems with Windows Server 2008 updates being detected and installed. The only problem that I've had is a single NET Framework update failing to install, but deploying the tool in step #32 solves that problem.
C8000266 error would occur for fresh all-in-one scan for Server 2008 ESU updates only if all ESU prerequisites are fulfilled (2020-05 SSU or later, LPP KB4538484 or KB4575904, active/emulated ESU licenses for all 3 years) LPP KB5016891 has no effect, WU metadata is not aware of it at all
Yep. Once I started using the KB5016891 ESU LPP update 5 months ago, the C8000266 error issue disappeared.
The update does not matter, it will not allow or disallow ESU updates to be received C8000266 error disappear only if you don't have ESU prerequisites, or the DataStore is already populated with ESU updates metadata each month or few months on a row (like xrononautis VMs) doing fresh scan for ESU updates will fail
I'll be doing a fresh clean install and update of Windows Vista Business SP2 64-bit after February "patch Tuesday". I'll advise here afterwards if I have an issue with any of the updates (Vista or Server 2008) failing to display and install in Windows Update.
There was a change of plan. Instead of waiting until after February 14, 2023 "patch Tuesday" to do another clean install and update of Windows Vista Business SP2 64-bit, I did it today. I used the same method and steps that I've used in previous clean installs and updates. Everything went fine and there were no issues or error messages with Windows Update. A total of 200 Vista updates were installed in 2 separate batches. A total of 66 Server 2008 updates were installed in 2 separate batches. Because of an issue that occurred yesterday with installing a driver, I revised a few of the steps and did another test clean install and update today. The driver issue was resolved, and the rest of the process went pretty much the same as yesterday. The new updated guide has been posted. Unless something new develops on or after February 2023 "patch Tuesday", this may be the last test clean install and update that I do with Windows Vista SP2 64-bit.
