Windows Server 2008 does not support Ukrainian language. The only entity that can add support for Ukrainian on Windows Server 2008 is Microsoft unfortunately. I don't think that this is about to happen any time soon (read never). If you stick with Ukrainian you shouldn't mix updates for Windows Server 2008 and Ukrainian editions of Vista. Russian is supported by Windows Server 2008 though and fairly similar to Ukrainian. I guess this is not an acceptable solution for you but just so you know.

Does not working. And I have successfully install through Windows Update only Windows Ultimate Extras and Microsoft Silverlight (all of them are optional updates)
I can confirm that Windows Update is broken after running BypassESU v6 on a machine with Server 2008 SP2. Windows Update will always give error C8000266 Running the BypassESU v6 tool and selecting option 4 to uninstall the "WU ESU Patcher" solves the problem. Windows Update will work correctly again (but obviously won't find any update published after january 2020)
Why every time after I install office 2010 pro plus it just hangs and never completes searching for updates? It happened in the past too (like jan or feb and even last year)

I got the WU finally working again and no C8000266 error anymore . Have messed on some Vista VM's latelty quite a bit, just trying to get the Windows update working again, and for now this VM I installed from 2017 EOL updated .iso of x64 Business, which also got always stuck on that ..266 error. Tried many things, like WSUS servers or manually installng some Server 2008 updates to see if it had any difference etc.. and still no luck. BUT then when I was literally about to give up, and bored already with that 266 error really burned into my eyes, I just tried switching between options 1 and 2 with no reboots, or deleting SoftwareDistribution folder etc.. 1 always gave "Windows was up to date" message, and 2 gave that C8000266 error pretty quickly after clicking "Check for updates", but then after few switch between these, the option 2 was suddenly taking a bit longer to search ~+5-10min, and then it notified that new updates were available . Everything went fine after that and updated all the way to the latest monthly rollup 2021-09, KB5005606. Will continue testing with other, clean .iso's and see if it will work again, I will report back how it goes.

I tried again with Vista Business 64 just to see if I will get the same problem like the rest of the people and I did got the problem. I tried as well deleting the Software distribution but still no improvement. At the end I got it to work and what I did before was to uninstall kb4575904 and install kb4344104 (replaces kb4015380 for Server 2k08) This update is replaced as well with the Monthly Rollups. I will do a fresh install and test again. By the way I use only option 3 always. Edit: Fresh install with only kb3205638, kb4012583, kb4015380, kb4019204, kb4474419, kb4493730 installed and WUC patch set to 3 worked like a charm on the first try. Vista Business 64. I wonder if the ESU preparation package kb4575904 is causing the problem.

Can confirm that this indeed works flawlessly at least with both clean SP2 installations Home Premium and Business versions of Vista with just those KB's installed you listed, took around 10mins and on the first try it found updates without any errors, and updated all the way to the server 2008 EOL, 01-2020. Ofcourse you won't get any ESU updates offered by WU but this is still great news indeed! Seems to work everytime. After that I tried installing the ESU preparation package KB4575904 for a test and got the C8000266 again.. did not get past it this time yet. I at least did this with a fresh SP2 installation with no other updates pre-installed.
