NO, just use the latest updatepack and if you want WU to work without errors you always can install ESU Bypass v9.

After doing a clean install of Windows 7 Pro SP1 64-bit, I deployed Simplix Update Pack 20.1.17 so I could get it up to date only to January 2020. It was renamed so Internet Explorer 11.0.170 could be installed, and its folder contained the 3 plug-ins shown in the image. The integration process completed and Windows 7 updated to January 2020. Internet Explorer 11.0.170 installed, but .NET Framework 4.8 and Visual C Redistributable did not install. I manually installed only .NET Framework 4.8. I then installed the 2 pre-requisite updates needed to deploy BypassESU 9 and make use of Windows Update. Windows Update then detected and installed the October 2020 updates for Windows 7 and for .NET Framework 4.8. Does anyone know why the January 14, 2020 plug-in for .NET Framework 4.8 and the October 15, 2019 plug-in for Visual C Redistributable did not install? Do the currently dated plug-ins need to be used? It's not a big deal, but I would still like to know why.
As expected when using the Jan. 2020 updatepack. I have no clue why you are using the old non ESU updatepack and specifically combined with the use of the latest WA's which are for use with the latest updatepack. Why not just directly use the latest updatepack with the latest WA addons as it is intended?
I used version 20.1.17 because I'm testing Windows 7 Pro SP1 64-bit from its January 2020 EOL date. When I do a normal clean install of Windows 7 Pro SP1 64-bit, I use version 20.10.15 with the current dated plug-ins.
Then pre-integrate the updatepack offline (with the WA's from that time, if you still have them), install the OS, install the ESU Bypass v9 prerequisite updates and next the ESU Bypass v9 and WU will take care of all. Or with the updatepack intended usage: run the latest updatepack with the latest desired WA files next to it (either rename the pack as described at the OP or use the commandline with the switches).
