Is there an equivalent to Simplix Pack for other versions of windows, such as windows vista or windows 8.1?

I'm confused about IE 11, it used to be providedbut now it isn't, or am I missing something? Is it a good thing to have IE11 or a bad thing? I've read in the past, that it can be required for some core Windows 7 background functions or services even if you never use the browser itself. Because I hope that nobody actually uses this browser in 2021. There are so many better options, but I've seen people recommend to install it, but go into Control Panel Add/Remove Feautures and disable it. Is there any resources about the good or bad about IE11 with the ISO? What changed and why doesn't Simplix updates provide this switch anymore?
