Sorry but i don't believe it's possible since 3rd-party programs can make their own rules for WF while installing - and, as i believe, Windows 10 renewing allowing rules while updating itself.
Maybe not a 3rd-party programs but the Windows Firewall should be fine. If you're the administrator you can block everything and remove any rule(s). I never see such behavior with Windows 8(.1). I have my own rules and nothing else. An update never create (or renew) a rule. I guess, it's (nearly or entirely ?) the same program inside Windows 10. So, it will be the same.
