    I have an untouched Win 10 Pro install, with a network monitor sitting on my taskbar, when I'm not using the net, it sits on 0KB/s up and 0KB/s down with the occasional 1-2KB/s here and there spikes

    You talk as if MS are using 99% of your bandwidth, 24/7

    The thinking man knows how to handle Windows...just wear a clever disguise whenever you sit at the keyboard...Windows won't know you and this drives Windows 10 completely bonkers! Try this: wear a fake mustache today and then tomorrow take it off and replace it with a fake beard! Windows 10 goes *crazy*, dude...;)

    Me don't thinks, but you can test it in a VM and run fiddler4 after applying it :)

    Only the new Beta version of Fiddler will work and that's only available to a select few. :cool:

    When use Fiddler recommended is active Decrypt HTTPS Traffic in options.

    Sorry but i don't believe it's possible since 3rd-party programs can make their own rules for WF while installing - and, as i believe, Windows 10 renewing allowing rules while updating itself.

    Maybe not a 3rd-party programs but the Windows Firewall should be fine. If you're the administrator you can block everything and remove any rule(s). I never see such behavior with Windows 8(.1). I have my own rules and nothing else. An update never create (or renew) a rule. I guess, it's (nearly or entirely ?) the same program inside Windows 10. So, it will be the same.
