I'm using only peerblock and a hosts file for telemetry limiting, and installing KB3081438 gave me a never-ending white and black flashing screen alternating every 5 seconds or so. So I did a restore from a restore point, closed peerblock, reset my hosts file to the original, and the update installed without issue. I know this update involves issues fixing the store which apparently checks a lot of microsoft's url's for whatever reason. And this isn't a fluke because I had to restore twice before trying turning off telemetry blocking.
