    And last question, there is any difference in downloading 1903 directly or downloading 1809 and updating to 1903?

    No need to update 1809 to 1903.
    Download iso/svf from respective repo and you are good to go.

    Not much difference, would only take longer when upgrading.

    When you don't have any files or apps you want to preserve, just clean install 1903.
