What build and SKU are you actually installing and by what method, because when windows requires connection the oobe\bypassnro will bypass it.
The SKU is not your problem (checked, it works), Autopilot is. Autopilot deployment works only online, so, there's no way around that. Also, depending on policies set, local accounts will be probably blocked.
First of ALL... I had tested many time no matter what, I learn 1 time to play with Windows 11 (Pro, Enterprise, Home).. First do CLEAN Install then do not hook up or use WIFI internet or Ethernet network.. Keep offline while doing installation, then you can use local login.. Simple.. I tried many times and it works.. When Windows 12 (or whatever they call it) drops, what are the odds that an upgrade install will bypass the online account requirement mirroring what happens when you upgrade from 10 to 11? I suspect that would create problems as forcing an online account on a system that already has an offline account will create a lot of confusion for users.
Machine does NOT know about Autopilot till it actually connects the first time! No matter what "tweak" was used, I was never shows "no connected" or "Limited setup" or "Domain join" etc
Is it depending on the software the on the machine like the iso you have used as example? I ask because it's weird that you don't have the option like joining domain on the first setup of windows edit I think it's been answered by Enthousiast
No, it did not get answered really (because according to the answer it "should" work) I did not "use" iso, as stated already, W11 Pro Education 22261.4 that comes installed on Dell Latitude 5340 with machine enrolled (by hash from factory) in Autopilot

Look, it does not matter (did not matter from word go really), I need to have them in AP & was just testing the behaviour. And the behaviour was that it never ever (no matter what "fix" ) offered me any other option but to connect to Internet (which is great! exactly as one would want it for management purposes!) So no matter what you have tested, there is still one more option (the one I experienced) Think of AP like iCloud. Windows always checks for AP hash exitence. If there is no enrollment then it carries on like nothing happened. If there is enrollment & there is Internet connection (at OOBE stage) it will carry on with assigned policies Up to Win 10 one could bypass it nicely with local account (as if such exist, not AP policies will again be tried/applied later) Seems that 11 Pro Edu stops this previous nonsense (it is now correct behaviour = needs Internet at OOBE stage to confirm eligibility & carry on depending on this outcome)
