consumer build use retail key by default and exclude windows enterprise business build use volume activation key by default and include enterprise but home sku are excluded because home sku are only retail activation ( with legal activation )
We've had Enterprise & IoT Enterprise at work & it's just like the COA license Product Key you stick onto your device...
Or just use dism /apply-image or wimlib -apply (or winntsetup.exe for lazy people) and choose the right image. I'm always amazed to see people that like to waste tons of time doing things like in the DOS days instead of spending 5 minutes learning a couple of commands
