    Likely yes. MS says "by the end of Nov 2018"..

    New update only for insiders?
    GA for all, cumulative update, will be released Microsoft in November? They promise at the end of November Windows have new CU update!

    1) 17763.134 have bugs - Ethernet lost from time to time if you do not disable ipv6 in Ethernet device properties and leave ipv4 protocol only.
    2) Scrolling in Settings are buged, one time all scrolls normal and another scroll didn't do anything, and need to use scrollbar!
    3) Task manager not instant show information like previous updates...
    And other small bugs...
    1809 update pretty buggy...

    But they fixed Windows Defender, and fixed background apps, now they can be disabled permanently (in previous update backgrounds apps option will activate automatic even if you disable it).
    Microsoft need change their update politics, one big update per year will be enough or they need completely change QA processes... just my opinion.

    We stay with the .134 (official) and the .167 (Insider) I believe
