KB4594440 is not for Windows 10 1903/1909 (18362/18363) this kb is for Windows 10 2004/20H2 (19041/19042)
So is this not a tool to apply new updates to windows? That is my mistake then. How should I upgrade to the latest version? Just run the ISO?
If you mean W10UI, it's for installing/integration updates, not upgrades. Yes, open the ISO in explorer and run setup.exe or use the MCT or Upgrade Assistant.
