I think it's forward against RTM components (22000.1) so you should not run dism/update cleanup you can do test integration for boot.wim/winre.wim if you added LCU, it auto-remove RTM components, then adding newer LCU will fail
Strange thing: I couldn't install kb5004237 LCU on freshly installed 21H1 Windows 10! (compatibility error!) But after installing kb5004945 (July 6 out-of-band CU), the kb5004237 installed without problem! I just can think of SSU, but it can't be it, right? because now SSU integrated to LCU. Do I miss something? Thanks in advance.
It's provided inside the MSU, not automatically used by dism. For being able to install kb5004237 the (very) old ssu version "Microsoft-Windows-ServicingStack" version="10.0.19041.903" is the lowest version needed.

There is no PSF file for any version of Windows 10 LCU updates. Only Windows 11 LCU updates requires the PSF payload file.
