@kibkalo, replying in a quote is a bit unusual Offline pre-enabling .net35 sets the pending flag which makes offline cleanups not working till it's installed. W10UI first integrates the updates which can be cleaned, it runs the specified cleanup commands and then pre-enables .net35 and next it re-integrates the NDP48 CU and LCU (when needed).

I found an explanation and workaround for the SSU-19041.1145 and SSU-19041.1161 issue on downlevel systems the issue occur because cbscore.dll try to load ext-ms-win-security-slc-l1-1-0.dll (api stub for slc.dll) which apparently only exist on build 17763 and later cbscore.dll use it to query SLGetWindowsInformationDWORD for ServicingStack-License-GenericUpdateStrings-Enabled the policy is only active on IoTEnterpriseS edition the workaround (sucessfully tested on Windows 8.1) duplicate slc.dll to ext-ms-win-security-slc-l1-1-0.dll before updating 1904x image Code: copy /y C:\Windows\System32\slc.dll C:\Windows\System32\ext-ms-win-security-slc-l1-1-0.dll for x64 OS, also run: Code: copy /y C:\Windows\SysWOW64\slc.dll C:\Windows\SysWOW64\ext-ms-win-security-slc-l1-1-0.dll
