The term bloated is being abused a lot these days, when you mean that it contains all previous fixes, yes.
I'd say it's fairly accurate description, not an abuse of the term. Microsoft went as far as breaking cab format limits touching so many files ffs, there's horror level trashing on disk for less than premium ssd's. And the sloppy dancing around with psfx, delta compression on top of lzx etc. is defeating the slim nature of uup updates - now are even heavier than the former monolithic esd's - it went full circle.
