something is weird with KB5012170 for 22621 build affected files are dbupdate.bin, dbxupdate.bin, TpmTasks.dll TpmTasks.dll is the same version 10.0.22621.608 in both ISOs with or without DBX update dbupdate.bin is the same too, but it's empty anyway with # symbol inside dbxupdate.bin is another story... in 22621.819 ISO with DBX update it's 14KB, CRC32 11b85bab in 22621.819 ISO without DBX update it's 5KB, CRC32 7cda505e, the same version is included in 22621.1 build it's obvious that LCU updates only TpmTasks.dll, but KB5012170 updates dbxupdate.bin as well I think we still need it
It seems that the only weird thing here is WU behaviour in regard to KB5012170 for 22621 build. As mentioned by @abbodi1406, @Enthousiast and yourself, it appears that the update is still required, although realistically I am not sure how critical this is in practice.
Integrating all the KB* updates without the KB5012170 update then Windows Update will not ask for KB5012170 update.

That was KB4535680 which had too many issues KB5012170 have some issues in some scenarios, but all are online installation integrating the update offline is safe enough Which one? there are many "chained" metadata
The one which you made reference in the reply to me. The XML piece about pre-requisites to the update. But I would be interested in knowing more about how to retrieve this sort of metadata about any update if it is not too involved.
My 22000 systems cannot see network shares of 22621.8xx machines on Public RTM. 6 months into 22621 and they still can’t get things right .

KB5020622 is v9110.7 for 22H2 KB5020992 is v9114.1, but seems like it's not released yet for Retail channel (it's for Windows vNext / Dev channel)
