My DL rate is ~ 10x slower than Enth's. Since i'm not paying or in control of my Internet connection I can't complain but mileage wary with what you pay and who you pay to. That's my opinion in general and i'm sticking to it. A VPN (in it self) will marginally slow down your speed, It's more about restrictions related to payment to/and/or reputed VPN host's and also government overall restrictions (as an unknown parameter).
